Executive Summary
The final map from KB Home California LLC is a subdivision of 34 residential lots, one water quality lot, four future unit lots, three slope lots, four fire buffer lots, two biological open space lots, and one private street lot. The development of 187 single-family residential units will be located on 265.07 acres at the northern terminus of N. Las Posas Road, directly north of the Santa Fe Hills community in the College Area neighborhood.

Discussion
On November 15, 2016, the City Council approved the entitlements for the San Marcos Highlands Project, including a Specific Plan Amendment, Pre-zone, Tentative Subdivision Map, Ridgeline Development Permit, Conditional Use Permit, General Plan Amendment, and Final Environmental Impact Report (P13-0009: SP13-001, PZ 14-001, TSM 13-001, ROZ 14-001, CUP 13-010, GPA 15-002, and FEIR 15-001). On December 13, 2016, the City Council adopted the Amendment of the San Marcos Highlands Specific Plan (SP13-001).

The filing of the map will constitute the vacation and abandonment of those public easements not shown on the Final Map. The easements to be abandoned are an Easement for Slope and Incidental Purposes in favor of City of San Marcos, recorded 6/26/1991 as instrument number 91-0310076 and 91-0310077; and an Easement for Drainage and Slope and Incidental Purposes in favor of City of San Marcos recorded 12/18/2003 as instrument number 2003-1487521.
