Introduction
The federal Department of Homeland Security and State of California require cities to designate by resolution employees who have authority to apply for financial assistance through federal and State grant programs. It is recommended that the City Council adopt a resolution authorizing the Fire Chief and the Finance Director as the authorized City agents to apply for financial assistance with the HSGP through the California Governor's Office of Emergency Services.
Discussion
The federal HSGP provides funding to states, territories, urban areas, and other local governments to prevent, protect against, mitigate, respond to, and recover from potential terrorist attacks and other hazards. Homeland Security Grant Program funding is awarded on an annual basis and comprises of three interconnected grant programs: State Homeland Security Grant Program (SHSGP), Urban Areas Security Initiative (UASI) and Operation Stonegarden (OPSG). The federal Department of Homeland Security and California Governor's Office of Emergency Services now require cities to designate certain City positions as authorized agents to apply for federal and State financial assistance.
