Introduction
SANDAG, as the Metropolitan Planning Organization and the Regional Transportation Planning Agency, is required by state and federal laws to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a multi-billion dollar, multi-year program of proposed projects for major transportation projects in the San Diego Region. Transportation projects funded with federal, state, and TransNet, the San Diego transportation sales tax program, must be included in an approved RTIP. The RTIP covers five fiscal years and incrementally implements San Diego Forward: The Regional Plan, the long-range transportation plan for the San Diego region. The current Regional Plan was approved by the SANDAG Board of Directors at its meeting on October 9, 2015.

On September 23, 2016, the SANDAG Board of Directors will be asked to adopt the final 2016 RTIP. SANDAG anticipates a federal approval of the 2016 RTIP to occur in December 2016.

Discussion
SANDAG initiates the biennial update to the RTIP and requested local agencies submit their TransNet Local Street Improvement Program of Projects and any transportation projects that are capacity increasing to be included in the 2016 RTIP.
