Background
The proposed Lennar-Barham project, formerly known as Hallmark-Barham project, would allow for the development of 151 multifamily residential condominiums on an approximately 10.5-acre project site located at 943 E. Barham Drive in the Hallmark-Barham Specific Plan Area (SPA) Zone in the Barham/Discovery Community.

Discussion

On May 10, 2022, City Council approved the following for the Hallmark-Barham development:
* Resolution No. 2022-9013 (Environmental Impact Report 21-001) certifying Environmental Impact Report (FEIR 21-001 SCH#2021040009) and adopting findings and overriding considerations for significant and unavoidable impacts related to transportation;
* Resolution No. 2022-9014 (General Plan Amendment 20-0002) to change the land use designation from "Mixed Use 3" to "Specific Plan Area";
* Ordinance No. 2022-1518 (Rezone 20-0001) to rezone parcel 228-310-01-00 in the City from Mixed Use 3 (MU-3) to Specific Plan Area (SPA);
* Ordinance No. 2022-1517 (Specific Plan 20-0002) adopting the Hallmark-Barham Specific Plan to establish the development guidelines and serve as the primary land use, policy and regulatory document for the project;
* Resolution No. 2022-9017 (Tentative Subdivision Map 20-0001) to create a one-lot condominium map for 151 residential condominium units;
* Resolution No. 2022-9015 (Multifamily Site Development Plan 20-0001) to allow the construction of 151 residential condominium units;
