Introduction
In April of 2012, the City Council approved an Employment Agreement for City Manager Jack Griffin. The Employment Agreement provided an initial term of two (2) years, with a potential extension for a third year. On May 28th, 2013, after the City Council satisfactorily reviewed the performance of the City Manager, it approved a one-year extension by way of an addendum to the Employment Agreement. On June 10, 2014, after the City Council satisfactorily reviewed the performance of the City Manager, it approved a second addendum providing an additional two-year extension. On June 9, 2015, after the City Council satisfactorily reviewed the performance of the City Manager, it approved an third addendum providing an additional one-year extension and a contribution to the City Manager's deferred compensation account.

Discussion
The City Council has again reviewed the City Manager's performance and has found it to be acceptable. In light of this the Employment Agreement has been further amended by way of a Fourth Addendum to provide for an additional one-year term. The initial term of the contract now would expire on June 3, 2019. The possible one (1) year extension remains and would, if triggered, extend the Employment Agreement until June 3, 2020.

The City Council believes that the City Manager's performance warrants a merit increase as well. The Employment Agreement provides that the City Manager may receive merit increases. The attached Fourth Addendum to the Employment Agreement provides that the City Manager will receive a 6% merit increase, retroactively applied as of June 7, 2016.
