Background
The proposed North City East Block 2 project would allow for the development of 23 commercial and 3 residential condominiums and create five lots on an approximately 10.76-acre project site located at 222 North City Drive in the University District Specific Plan Area (SPA) Zone in the Barham/Discovery Community.

Discussion

On July 12, 2022, City Council approved the following for the North City East Block 2 development:
* Ordinance No. 2022-1519 and 2022-1520 (Specific Plan Amendment 21-0002) adopting the University District Specific Plan Amendments (UDSP) to amend the UDSP area and development design standards;
* Resolution No. 2022-9052 (Tentative Subdivision Map 21-0002) to create five lots with 23 commercial and 3 residential condominium units; and
* Resolution No. 2022-9054 (Multifamily Site Development Plan 21-0003) to allow the construction of 12-story mixed use project consisting of 484 apartment units, 18,741 square feet of ground floor commercial space, and subterranean parking (Phase A); and, a mixed use project consisting a 5-story, 73-unit apartment building with 4,812 square feet of ground floor commercial space, parking structure, 25,000 square foot grocery store and 55,000 square feet of office space (Phase B).

After review of the submitted final map and the project conditions, City staff has determined that the Final Map is complete and in conformance with the Subdivision Map Act, the City of San Marcos Subdivision Ordinance, and the conditions of approval for the associated entitlements listed above...
