ADOPT a resolution awarding a contract for as-needed building plan review and inspection services to JAS-PACIFIC for a not-to-exceed amount of $1,500,000 and contract duration of five (5) years, with one (1) one-year option to extend.

Introduction
Development Services' Building Division is responsible for the review and processing of building construction plans. Building is the lead division for the review of building construction drawings (i.e. new residential and commercial structures, additions, and remodels). For the past several years, due to existing plan review staffing levels and a high volume of workload, it has been necessary for the Building Division to utilize outside contract agencies to perform plan reviews to ensure timely customer responses and maintain adequate customer service goals. This workload level is anticipated to continue into the foreseeable future. Contracting for plan review service has provided added efficiency for customers and will benefit future building projects. Costs for this service have been, and will continue to be, offset in part by plan check review fees.

Discussion
In May 2017, the City publicly advertised a Request for Proposals (RFP) for Building Plan Review and Inspection services. In order to create economies of scale, ensure comprehensive and consistent plan review between disciplines, and optimize resource allocation between departments, the scope of services included both building and fire safety plan review services. These review services will occur on construction documents to ensure code compliance prior to permit issuance.
