Executive Summary
The Adaptive Traffic Control System Project (Project) will implement adaptive traffic control systems (ATCS) to the signalized intersections on Nordahl Road from Center Drive to Mission Road. City staff recommend the City Council approve the construction documents and appropriate additional funds necessary for the construction of the Project. Construction Documents are on file with Development Services.

Discussion
The project was initially funded in fiscal year 2019-2020 to study ATCS within the City and implement within the Nordahl Road corridor. As the project development progressed, it was determined that the project would benefit by including the Caltrans ramp intersections for SR-78 to increase the efficacy of the ATCS. In late 2025, after several years of discussions with Caltrans, Caltrans agreed to the installation of ATCS on their ramp signals along the Nordahl corridor.

Due to rising construction costs over the years and the inclusion of the Caltrans intersections, additional funds are required for the project. To minimize the cost increases, staff has procured the higher priced materials from existing vendors to implement the ATCS which avoids the typical markup included by the Contractor. Additionally, the construction will be performed by a Contractor already procured through an on-call contract with Public Works.
