Executive Summary
The Public Works Department currently maintains 44 city parks throughout San Marcos. Staff recently evaluated park lighting systems and developed a prioritized list of lighting improvements needed. Based on that evaluation, City staff has publicly solicited and received bids for lighting improvements at five park locations. Approval of this resolution will award a contract to Neema General Contracting, for lighting improvements at Civic Center Park, Foothills Park, San Elijo Park, The Laurels Park, and Valley View Park in an amount not to exceed $590,437.48.

Discussion
Park lighting is a key safety and usability feature across the City's park system. The 2026 Parks Electrical Upgrades Project will replace and upgrade aging lighting infrastructure to improve visibility, reliability, and overall park operations at Civic Center Park, Foothills Park, San Elijo Park, The Laurels Park, and Valley View Park.

The existing lighting systems at these locations require replacement to support continued, reliable service.

In accordance with Section 2.30.100 of the San Marcos Municipal Code, bids were publicly solicited under PW CONBID 25-02 on January 23, 2026, and on February 17, 2026, the City received 8 bids. The lowest responsive and responsible bidder was Neema General Contracting.
