Executive Summary
Community Facilities District (CFD) No.98-02 was formed by City Council approval pursuant to the provisions of the "Mello-Roos Community Facilities Act of 1982." The purpose of CFD No. 98-02 is to fund the maintenance of citywide parks, trails, public lighting, and landscaping. Some projects may require the formation of, or annexation into, a special improvement area in order to fund the maintenance of specific improvements in a development. The owners of the properties listed below have consented and elected to annex into CFD No. 98-02 (Citywide); while none are required, nor were requested, to annex into any CFD No. 98-02 special improvement areas.

Discussion
Prior to the issuance of a building permit, or as a condition of a director's permit, the owners of the properties listed below were required to mitigate their impacts on citywide parks, trails, public lighting, and landscaping by either paying an in lieu fee or by annexing into CFD No. 98-02. The property owners have chosen to annex into CFD No. 98-02. They have approved such annexation by signing a "Consent and Waiver to Shortening of Time for Conducting a Special Election," and casting a ballot in the affirmative that authorizes the CFD No. 98-02 special tax to be levied on their respective properties.
