Executive Summary
On June 18, 2026, staff publicly solicited proposals for this work. On July 10, 2026, proposals from D-Max Engineering, Inc. and Mikhail Ogawa Engineering were received. The resolution authorizes the City Manager to select the most qualified, responsible, and responsive bidder and to award a contract in an amount not to exceed $510,000 over two years to the selected consultant.
Discussion
The City of San Marcos is required to comply with the San Diego Region National Pollutant Discharge Elimination System (NPDES) Permit and Waste Discharge Requirements for Discharges from the Municipal Separate Storm Sewer System (MS4) Draining the Watersheds Within the San Diego Region (Municipal Permit) under Order Number R9-2013-0001, as amended by Order Numbers R9-2015-0001 and R9-2015-0100. The City implements various programs to comply with Municipal Permit requirements and regularly requires consultant support services to execute specialized/technical program elements.
The City implements various program elements and strategies to comply with the Municipal Permit through the Carlsbad Watershed Management Area Water Quality Improvement Plan (WQIP) and the City of San Marcos Jurisdictional Runoff Management Plan (JRMP).
