APPOINT individual City Councilmembers to serve a two year term, from January 2015 to December 2016, on the North County Dispatch Joint Powers Authority (NCDJPA), League of California Cities-San Diego Division (LOCC-SD), North County Transit District (NCTD), San Diego County Association of Governments (SANDAG) and Southern California Joint Powers Insurance Authority (SCJPIA).

APPOINT a City Councilmember to the position of Mayor Pro Tem (Vice Mayor) for a two year term from January 2015 to December 2016 to fulfill the duties as assigned pursuant to San Marcos Municipal Code 2.08.040.

APPOINT the Mayor and Mayor Pro Tem (Vice Mayor) to serve as Chair and Vice Chair, respectively, of the San Marcos Fire Protection District.

Introduction
At the beginning of each year, Councilmembers have the opportunity to appoint individuals to outside agencies where the City has representation. These agencies include the North County Dispatch Joint Powers Authority (NCDJPA), League of California Cities-San Diego Division (LOCC-SD), North County Transit District (NCTD), San Diego County Association of Governments (SANDAG) and Southern California Joint Powers Insurance Authority (SCJPIA). The appointments to positions on outside agencies can be for one or two year terms. The current appointments were made on January 8, 2013 with the two year term set to expire at the end of December 2014 (Attachment 1).
