Executive Summary
?Ongoing GIS support for the City has been outsourced since 2020.? Quartic Solutions provides technical GIS services supplementing internal staff on highly technical applications and system architecture. Staff is recommending authorization of a sole source contract with Quartic Solutions LLC to provide ongoing business continuity and provide services through May 1, 2030, for a total not-to-exceed amount of $500,000.
Discussion
The City has utilized an extension of staff consulting contract since 2020. This contract provides services not maintained in-house related to highly technical applications and system architecture as well as supporting regular updates to GIS data, management of that data and supporting City staff and emergency services.
The viability of hiring additional internal staff to support the GIS division has been reviewed. Results of that analysis showed that hiring the specific technical personnel needed would require multiple personnel with highly specialized skill sets. Efficiency is gained by using a GIS Professional Services contract, providing internal staff with access to a pool of talent that can address a variety of differing solutions.
