ADOPT a resolution certifying the results of the election and annexing the property listed below to Community Facilities District No. 98-02 (Lighting, Landscaping, Open Space and Preserve Maintenance) of the City of San Marcos and Improvement Area F-54 thereto.

Executive Summary
Community Facilities District No. 98-02 (Lighting, Landscaping, Open Space and Preserve Maintenance) ("CFD No. 98-02") was formed by City Council approval pursuant to the provisions of the Mello-Roos Community Facilities Act of 1982. The purpose of CFD No. 98-02 is to fund the maintenance of citywide parks, trails, and public lighting, including, but not limited to, traffic signals, and landscaping. Some projects may require the formation of, or annexation into, a special improvement area in order to fund the maintenance of specific improvements in a development. Improvement Area F-54 was formed in 2016 in support of and as a condition of the North City East project (TSM14-002). The special improvement area was formed so that all projects within the University District Specific Plan Area, east of Twin Oaks Valley Road, could share in the maintenance and replacement costs of the citywide and improvement area improvements. The owners of the properties listed below have consented and elected to annex into CFD No. 98-02 and Improvement Area F-54 ("IA F-54").
