ADOPT a resolution approving a temporary nighttime work hour waiver of the requirements of Resolution No. 2002-5865 to allow daytime work hours for the San Marcos Boulevard Dual Left-Turn Lane Extension at Rancho Santa Fe Road Project (CIP# ST005).

Executive Summary
Pursuant to Resolution No. 2002-5865, work on that portion of San Marcos Boulevard from the westerly city limits to Knoll Road which necessitates a lane closure must be completed at night or on the weekends. A waiver of this requirement requires approval from City Council and will allow the contractor for the San Marcos Boulevard Dual Left-Turn Lane Extension at Rancho Santa Fe Road Project (Project) to conduct work during the daytime.

Discussion
In May 2002, the City Council adopted Resolution No. 2002-5865, which specifies that work within the San Marcos Boulevard public right-of-way from Knoll Road to the westerly city limits which necessitates a lane closure in either direction must be completed during nighttime off-peak hours or on the weekends. . City staff have evaluated the Project and determined that lane closures are required to complete the work, and that daytime work hours are necessary to accommodate the work in an expeditious and efficient manner.

Construction is scheduled during the summer months and is planned to occur when nearby schools, including San Marcos High School, are not in session. Constructing these improvements during daytime working hours and during the summer months will increase construction efficiency, reduce construction costs, and help maintain an expeditious project schedule.
