Introduction
Pursuant to the City of San Marcos Compensation and Reimbursement Policy ("Policy"), City Council Members may receive reimbursement for, or payment of, expenses incurred while performing official duties. Section D of the Policy describes the types of official duties for which reimbursement or payment is authorized which have been determined to be in furtherance of a public purpose in accordance with California Code of Regulations Title 2, ?18944.1.
Discussion
The following events are presented for a determination to the effect that attendance would constitute official duties in furtherance of a public purpose, and otherwise meet Policy requirements for City Council approval for distribution of tickets to:
* Deputy Mayor Sannella and Councilmember Nunez to attend the to attend the TrueCare Illumination Gala.
* Councilmember Musgrove to attend the Filipino American Chamber of Commerce 2026 Leadership Awards.
* Deputy Mayor Sannella and Councilmember Musgrove to attend the EDC Annual Dinner.
* Councilmember Musgrove to attend the 2026 Citizens of Courage Awards.
Attendance is deemed to support good governance by fostering and enhancing relations with 501(c)(3) and 501(c)(4) entities.
Fiscal Impact
The fiscal impact to the approved Fiscal Year 2025-26 General Fund (Fund 100) budget would be as follows:
* TrueCare Illumination Gala - $350.00 per ticket
* Filipino American Chamber of Commerce 2026 Leadership Awards - $150.00 per ticket
* EDC Annual Dinner - $237.24 per ticket
* 2026 Citizens of Courage Awards - $45.00 per ticket
