Executive Summary
The City of San Marcos is an entitlement jurisdiction that receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to improve the lives of low- and moderate-income residents. HUD requires the City, to submit a Consolidated Annual Performance and Evaluation Report (CAPER) that summarizes the City's progress in achieving its consolidated plan and annual action plan goals and objectives during the previous program year. The CAPER is due to HUD ninety days after the completion of the program year. The City is required to post the CAPER for a comment period of not less than fifteen days. The City advertised a notice requesting public comments in the local news outlet, the Coast News, and the CAPER was posted on the City's website and made available at the City Clerk's office as prescribed in the City's Citizen Participation Plan. Submittal of the PY 2023/2024 Consolidated Annual Performance and Evaluation Report will allow the City to continue to be eligible to receive CDBG funds to continue to improve the lives of our low- and moderate-income residents in need.
