ADOPT resolutions approving the preliminary engineer's report and declaring the City of San Marcos' intention to levy and collect assessments in the Vallecitos Town Center Street Maintenance District for fiscal year 2025-2026, and establishing a subsequent public hearing at a regular meeting of the San Marcos City Council on July 22, 2025, at 6:00 p.m.

Executive Summary
In October 1999, at the request of the property owners and in accordance with the terms of the Landscaping and Lighting Act of 1972 ("Act"), the Vallecitos Town Center Street Maintenance District ("District") was formed by Resolution 1999-5300. The purpose of the District is to provide annual revenue from properties to mitigate for ongoing impacts of street maintenance costs along Center Drive in addition to the energy and maintenance costs of existing traffic signals within the District boundary.

Discussion
The Act requires the implementation of certain proceedings for any fiscal year in which an assessment is to be levied and collected within an existing assessment district formed under its provisions. As part of the proceedings set forth, a report must be prepared describing the assessments that will be levied to pay for costs of improvements.
