Executive Summary
The Department of Homeland Security provides funds through the SHSGP to cities and counties to support the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets. The grant is administered regionally by the San Diego County Office of Emergency Services. The City of San Marcos' allocation for SHSGP FY 2021 is $63,280.

Discussion
The United States Department of Homeland Security, through the California Office of Emergency Services, is providing $63,280 in FY 2021 SHSGP funding to support the implementation of State Homeland Security Strategies. These Strategies are designed to address the identified planning, organization, equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events. Activities implemented under the SHSGP must support terrorism preparedness by building or sustaining capabilities that relate to the prevention of terrorism.

The San Marcos Fire Department is requesting that the City Council adopt a resolution authorizing the City Manager, Finance Director and Fire Chief to accept the awarded $63,280 in FY 2021 SHSGP grant program funds on the behalf of the City of San Marcos.
