Executive Summary
The City of San Marcos is updating its Compensation Schedule to include the following changes: the addition of a new classification for Special Projects Engineer; a title change from Information Systems Manager to IT Manager (with no change in salary); and a title change from IT Analyst to DevOps Engineer (also with no change in salary). These changes are intended to enhance recruitment and ensure our job titles remain competitive and aligned with the labor market. The City is also updating its salary schedule from 10 steps to eight steps. These changes align with provisions detailed in the labor contracts presented under a separate staff report during the same meeting.

Discussion
To improve recruitment and retention efforts and better reflect evolving industry standards, the City has updated its job classifications. A new position-Special Projects Engineer-has been added and assigned to the existing 322-E compensation grade. In addition, two existing classifications are being retitled to better align with market terminology: Information Systems Manager will now be titled IT Manager, and IT Analyst will now be titled DevOps Engineer. These title updates are consistent with current market practices and have no impact on compensation levels.

In addition to these classification updates, the Compensation Schedule has been updated from 10 steps to eight steps, as outlined in the labor agreements also under consideration at tonight's meeting.
