Executive Summary
The 2026 Pavement Overlay Project (Project) will rehabilitate the pavement on portions of Barham Drive, Woodland Parkway, Rancheros Drive, Nordahl Road, Center Drive, and Avenida Ricardo. City staff recommend that the City Council approve the construction documents, that it authorize the City Manager to award, negotiate, finalize, and execute the contract documents, and further that the Council appropriate additional funds necessary for construction of the Project.

Discussion
The Project will rehabilitate the pavement on portions of Barham Drive, Woodland Parkway, Rancheros Drive, Nordahl Road, Center Drive, and Avenida Ricardo, thereby extending the useful life thereof. The Project will also replace existing curb ramps at the signalized intersections with new ADA compliant ones. Traffic signal and bike lane improvements are also part of the Project.

As with other pavement resurfacing projects, staff typically review and refine the striping and pavement markings to improve safety for all modes of travel. Typical striping and pavement marking refinements include adding new bike lanes or enhancing existing bike lanes, where sufficient space exists.
