Recommendation

Informational Report:  Receive second biennial Climate Action Plan Implementation Monitoring Report.

Body

Executive Summary

The City Council adopted the Climate Action Plan (CAP) in 2020.  The CAP includes eight strategies and 22 measures to achieve Greenhouse gas reductions by the target year 2030.  Staff presented the first biennial monitoring report to the Planning Commission and the City Council in 2022 to provide information on implementation efforts of CAP measures.

Staff is now presenting the second biennial monitoring report to the Planning Commission.  The attached CAP Monitoring Report provides information on implementation status of all the 22 measures and highlights continuing efforts on CAP Implementation.  The Planning Commission is requested to receive this information from staff.  No other action is required from the Commission.

The CAP Monitoring Report is scheduled to be presented to the City Council in January, 2025.

Environmental Review

Receiving CAP monitoring report is not a project within the meaning of Section 15378 of the CEQA Guidelines because there is no potential for it to result in a physical change in the environment either directly or indirectly.  Additionally, even if the CAP monitoring report is considered a project subject to CEQA, it would be exempt pursuant to Section 15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that there is no possibility it would have a significant effect on the environment.
