Executive Summary
CalRecycle provides funding for local governments to implement used oil and used oil filter collection/recycling programs. The City has participated in the Oil Payment Program (OPP) since 2010. The City receives approximately $13,000 annually from the grant. The grant funds have been used in a variety of different ways over the years of implementation. Grant funds have been used to provide education/outreach for schools, to purchase spill cleanup kits, oil/grease absorbent socks utilized by Public Works, and to install new upgraded storm water inlet filters in catch basins that do not have any filters installed or replacing filters that are outdated and/or in disrepair. Authorizing the submittal and acceptance of future grant fund applications and funds will allow the City continued participation in this CalRecycle program.

Discussion
The California Oil Recycling Enhancement Act provides up to $11 million in payments to local governments for implementation of local used oil and filter collection programs. CalRecycle's OPP used oil recycling grant program provides funding for activities that reduce the amount of illegally disposed used oil, recycle used oil/used oil filters and reclaim used oil.
