Executive Summary
The U.S. Department of Housing and Urban Development (HUD) issues Community Development Block Grant (CDBG) funds for the development of viable urban communities, by providing decent housing, suitable living environments, and expanded economic opportunities, primarily for low- and moderate-income persons.
An Annual Action Plan (AAP) is required by HUD as part of the CDBG program and identifies eligible activities the City will implement in the program year to address the current needs in the community and the goals identified in the five-year Consolidate Plan (ConPlan). The City conducted several actions as necessary to gather input from the community and based on the input received, resulted in the final draft PY 2023/2024 AAP for consideration and approval.
The City is expected to receive $710,208 in CDBG funds and anticipates that $839,776 will be available from previous program years (2018-2022) bringing the estimated total CDBG funds available to $1,549,984 for the program year to fund projects that support decent housing and suitable living environments primarily for the City's low- and moderate-income residents.

Discussion
In order to receive CDBG funding, the City must have a five-year Consolidated Plan (ConPlan) and an Annual Action Plan (AAP). The current ConPlan was approved on May 12, 2020 and is for Program Years 2020 through 2025 and identified the following goals:
