Executive Summary
On an annual basis, the City uses a Pavement Management Program (PMP) to assign a value, known as a Pavement Condition Index (PCI), representing the current condition of each street segment. The PCI is utilized to prioritize maintenance and rehabilitation activities. It is important that preventative maintenance, such as a surface seal, be performed before pavement begins to rapidly deteriorate. Otherwise, more expensive rehabilitation or reconstruction will be required to bring the pavement to an acceptable condition. The Annual Surface Seal Fiscal Year 2021 Project (Project) involves a slurry seal and localized pavement repair for portions of Borden Road.

Discussion
The Project will surface seal portions of Borden Road between Woodland Parkway and Woodward Street. The work will include a slurry seal, pavement repair, temporary striping, permanent restriping, buffered bike lane striping, and the installation of new traffic detection loops at existing intersections along the corridor. The roadway segments shown on the plans were identified by utilizing PCIs from the City's PMP.

Staff recommends that the City Council approve the construction documents, authorize advertisement for bids, and authorize and delegate the City Manager to award, finalize, and execute the construction contract documents ...
