Introduction
The California Integrated Waste Management Act (AB 939) requires all jurisdictions to reduce and divert waste sent to landfills by 50%. This is an ongoing annual requirement. In 1994, the California Integrated Waste Management Board designated the cities of Carlsbad, Del Mar, Escondido, Oceanside, Poway, San Diego, San Marcos, Solana Beach, and parts of the County of San Diego as the North San Diego County Recycling Market Development Zone (RMDZ). The zone was created to develop local markets for recyclable materials by assisting businesses that divert from the waste stream.

In 2004, the City renewed its participation in the RMDZ for another 10 years. It is scheduled to expire in November 2014 and must be renewed. The County, as the current lead local agency for the RMDZ, wants to renew and expand the zone to include areas not previously part of it, including Encinitas, Santee, parts of the City of San Diego, and unincorporated areas of the County. The renewal is for another 10 years and would continue to be administered by the County.
