Executive Summary
The City of San Marcos entered into a contract with the San Diego Humane Society for animal control and shelter services in July 2014. It had a contract for the same services with the Escondido Humane Society for the preceding 10 years until it merged with San Diego Humane Society. The current contract ends on June 30, 2018 and needs to be renewed.
Discussion
The San Diego Humane Society is expanding its service territory to other jurisdictions in the County and will soon take over animal control and shelter services for the cities that were previously served by the County of San Diego's Animal Services Department. The Humane Society would like to have all of its cities on the same contract schedule beginning in Fiscal Year 2019-20. At that time, it plans to create a similar contract for all of the cities that bases its fees on a formula that takes into account a city's population, service calls, and animal intake.
In order to put the City of San Marcos on the same contract schedule as the other cities, the City and the Humane Society have agreed to a one year extension of the current contract that keeps the same scope of services, terms, and conditions, and increases the cost of the services by the Consumer Price Index. This price increase is identical to the standard used in the expiring contract.

Fiscal Impact
The cost of the contract extension ($496,180.00) was appropriated in the approved FY2018-19 General Fund Administration budget.
