Executive Summary
In 2009, following a competitive bidding process, an agreement (Agreement No. 5587) was entered into between the City of San Marcos and the San Marcos Fire Protection District on one hand and the San Marcos Fire Department on the other to provide advanced life support transport services within the City and the Fire Protection District.
That agreement has a term of ten (years) and will expire on September 14, 2019.
The County of San Diego (County) has been invested with the legal obligation to manage the selection process and procure advanced life support transport services within the municipal boundaries of the City of San Marcos and the San Marcos Fire Protection District. Based on all available information provided to the City and Fire Protection District, it appears unlikely that the County will be able to complete that procurement process prior to the expiration of the current agreement.
Discussion
For approximately one year, the County of San Diego has been engaged in the process of managing the provider selection process for the provision of advanced life support services. City staff has routinely checked in with County staff to inquire as to the status of the process. The reply that the city typically received from the County was that the Request for Proposals (RFP) that they are required to issue to solicit proposals from qualified providers would be issued in the spring of 2019.
