Executive Summary
Staff is requesting the addition of a new capital improvement project (Project) to the city's Capital Improvement Program (CIP). The Project will replace a storm drain pipe on Richland Road between Felicia Lane and Rock Springs Road. The existing storm drain pipe is in critical condition and requires immediate replacement.

Discussion
During routine maintenance and inspection, staff noticed a large pot hole at the intersection of Richland Road and Linda Lane. Upon further inspection, staff discovered that the existing underground storm drain pipe had failed and poses public safety concerns. Staff hired a contractor to replace the existing pipe on an emergency basis.

As part of the above-mentioned emergency repairs, staff noticed another storm drain section along Richland Road between Felicia Lane and Rock Springs Road that is severely corroded and prone to failure in the near future. This section of storm drain pipe, if failed, has the potential to cause public and private property damage.
