Executive Summary
San Diego Gas & Electric (SDG&E) provides SAFE San Diego grant funds to the Burn Institute for subgrants supporting local CERT efforts in San Diego County. The City of San Marcos' CERT program was awarded $5,000 in SAFE San Diego grant funds for 2025.

Discussion
The Burn Institute has awarded the San Marcos CERT program $5,000 for 2025. Funds awarded to the San Marcos CERT program are managed by the San Marcos Fire Department. The grant will be utilized to procure equipment, training materials, community preparedness materials and branded community outreach items. These resources will help promote resiliency through preparedness, response and recovery.

The San Marcos Fire Department is requesting the City Council adopt a resolution authorizing to amend the FY 25-26 Operating Budget to appropriate the grant expense of $5,000 and grant revenue in the amount of $5,000.

Environmental Review
The proposed action does not constitute a "project" as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

Fiscal Impact
Approval of the proposed action will result in an increase to FY 25-26 General Fund (Fund 100) expenditure budget and revenue budget of $5,000. Therefore, the associated action would result in no direct cost to the city.
