Introduction
Pursuant to the City of San Marcos Compensation and Reimbursement Policy ("Policy"), City Council Members may receive reimbursement for, or payment of, expenses incurred while performing official duties. Section D of the Policy describes the types of official duties for which reimbursement or payment is authorized which have been determined to be in furtherance of a public purpose in accordance with California Code of Regulations ?18944.1.
Discussion
The following events are presented for a determination to the effect that attendance would constitute official duties in furtherance of a public purpose, and otherwise meet Policy requirements for City Council approval for distribution of tickets to:
* Mayor Jones and Councilmember Nu?ez to attend the 2025 North County Economic Study Tour.
* Mayor Jones, Councilmember LeBlang, and Councilmember Nu?ez to attend the 2025 TrueCare Illumination Gala.
* Mayor Jones and Councilmember LeBlang to attend the GRAZE at the Fields Event.
Attendance is deemed to support good governance by fostering and enhancing relations with 501(c)(3) and 501(c)(4) entities in San Diego County.
Fiscal Impact
The fiscal impact to the approved Fiscal Year 2024-25 General Fund (Fund 100) budget is as follows:
* 2025 North County Economic Study Tour - $2,250 per ticket
* 2025 TrueCare Illumination Gala - $362.69 per ticket
* GRAZE at the Fields Event - $65 per ticket
The expenditures fall within the approved budget for Council Special Event Funds.
