Introduction
Pursuant to the City of San Marcos Compensation and Reimbursement Policy ("Policy"), City Council Members may receive reimbursement for, or payment of, expenses incurred while performing official duties. Section D of the Policy describes the types of official duties for which reimbursement or payment is authorized which have been determined to be in furtherance of a public purpose in accordance with California Code of Regulations Title 2, ?18944.1.

Discussion
The following events are presented for a determination to the effect that attendance would constitute official duties in furtherance of a public purpose, and otherwise meet Policy requirements for City Council approval for distribution of tickets to:
* Mayor Jones and Councilmember LeBlang to attend the San Diego Regional EDC Annual Dinner.
* Councilmember Nunez to attend the League of California Cities - City Leaders Conference
* Michelle Bender, Tina Ray, Sara Trench, Faith Barett, Phil Scollick, Stacy Armacost, Andrea Gonzales to San Marcos Forward

Attendance is deemed to support good governance by fostering and enhancing relations with 501(c)(3) and 501(c)(4) entities.

Environmental Review
The proposed action does not constitute a "project" as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).
