Executive Summary
Periodic updates to citywide Classification and Compensation schedules are necessary for the City of San Marcos to remain competitive in the employment market. After an extended period of challenging and unsuccessful recruitment efforts in the Engineering professional series, an update to the compensation structure to align with market rates for these classifications is necessary. After discussing with Human Resources, the Development Services leadership team and the City Manager, a new tact to add a market rate adjustment step at the end of the compensation schedule is being proposed to increase both our attraction and retention as we enter a significant development period within the City of San Marcos

Discussion
Classification and Compensation schedules are publicly available schedules that set the compensation ranges for each classification, including Executives. An engineering focused market compensation study was conducted to review competing agencies and their pay structure. The proposed update includes adding additional compensation grades to the current schedule and designating them as "XXX - E" as the engineering classification. This will apply to the City Engineer, Deputy City Engineer and Principal Civil Engineer classifications at this time, while additional engineering series classifications are being evaluated. By establishing a separate engineering specific pay band, we can increase the maximum pay range.
