Executive Summary
Senate Bill 1 Road Repair and Accountability Act of 2017 (SB 1), dedicated new funds to cities and counties for basic road maintenance, rehabilitation and critical safety projects on the local streets and roads systems, known as Roadway Maintenance and Rehabilitation Account (RMRA) funds.

In order to be eligible to receive an apportionment of RMRA funds, the City must submit an annual list of proposed projects through an adopted resolution to the California Transportation Commission (CTC).

Staff has identified an additional project that is consistent with the SB 1 funding objectives and guidelines and is seeking Council approval to submit the proposed project to the CTC for consideration of an apportionment of the RMRA funds.

Discussion
SB 1 dedicates approximately $1.5 billion per year in new formula revenues apportioned by the State Controller to cities and counties for basic road maintenance, rehabilitation and critical safety projects on the local streets and roads system.
To be eligible to receive an apportionment of this funding, cities and counties are required to submit an annual list of proposed projects to the CTC by May 1 with project expenditure reports detailing the description, location, amount of funds expended and estimated the useful life of improvements constructed with program funding annually.
