Introduction
The 2014 Chip Seal Project is part of the City's annual pavement maintenance and rehabilitation program. The application of a rubberized emulsion chip seal surface treatment is a preventative maintenance activity on asphalt pavements that are in fair/good condition. In combination with other preventative maintenance strategies, such as slurry seals, this surface treatment is estimated to extend the pavement life approximately 5-7 years. The work was constructed on various collector and residential roadways within the City of San Marcos (see attachment Appendix A for a complete list of streets).
Discussion
The 2014 Chip Seal Project has been completed to a combined 1,223,003 square feet of roadways in accordance within the contract specifications. The roadways in the Coronado Hills development that include Washingtonia Dr, Cycad Dr and Phoenix Way were removed from the list of streets to be sealed to allow for a further assessment of the roadway conditions as a result of the Coco's fire and will be included in the following year's pavement maintenance and rehabilitation program. Additional streets were added to take the place of the removed Coronado Hills development streets and are identified in italics in the attached 2014 Chip Seal Streets List Appendix A. Two change orders were necessary, the first to compensate for the additional costs of prevailing wage requirements; the second for an adjustment to the actual roadway square footage measurements that were chip sealed. Roadway square footage is estimated in the contract documents for bidding purposes with payment for actual roadway square footage sealed.

Final Amount Paid to Contractor: $ 358,276.95
Fiscal Impact
The annual pavement and rehabilitation program is in the approved FY2014-2015 Gas Tax budget and was completed for the cost of $358,276.95. Surface sealing projects extend the life of streets and defer the need for much more expensive pavement rehabilitation or replacement projects. The project was advertised and awarded in FY2013-2014, however the work was performed and completed in FY2014-2015.
