Introduction
This contract will provide landscape maintenance services in areas within Santa Fe Hills (CFD 98-02, LLMD, F-04), Tesoro F-8 (Borden Road / Via De Plata), Loma Alta F-26 (Borden Road / Loma Alta Drive), Vallecitos Ridge F-32 (Borden Road / Aberdeen Ave.), Mission Pointe F-49 (Las Posas Road / Mission Road). This includes the maintenance of parks and areas within the public right-of-way including medians, parkways, slopes, and pedestrian / equestrian trails. Services will include, but are not limited to, mowing, pruning, planting, fertilizing, water management and irrigation systems maintenance, litter removal, pesticide application, and maintenance of fencing. The contract costs are for base maintenance services only and do not include any extra work associated with repairing damage from vehicle accidents, vandalism, or acts of nature.
For this contract solicitation, six separate CFD/LLMD maintenance areas were grouped for cost effectiveness and management efficiency.
Discussion
A public request for proposals for Landscape Maintenance Services was posted on October 1, 2014; four (4) bids were submitted to the Public Works Department. Executive Landscape, Inc. has been verified as the lowest responsible bidder for the work whose submission represents the best value to the City. Therefore, staff recommends awarding the contract to Executive Landscape, Inc.

Fiscal Impact
The fiscal impact to the City is $338,154.00 per year over a five year contract term. The funds are available in the City's Parks maintenance operating fund and are offset through CFD/LLMD special taxes.
