Introduction
Street sweeping is widely recognized as an effective Best Management Practice (BMP) for reducing the amount of pollutants (litter, green waste, oils, grease and sediment) on street surfaces that may impact storm waters. Citywide street sweeping is part of the City's effort to reduce or eliminate prohibited non-stormwater discharges and pollutants in runoff to protect local receiving water bodies and to comply with the Municipal Permit (Order No. R9-2013-0001) issued by the San Diego Regional Water Quality Control Board. The sweeping also reduces particulate matter in the ambient air by removing sources of dust as required by air quality regulations. City streets are currently swept on a revolving schedule at a rate of approximately 1,000 miles every month that includes weekly sweeping of commercial areas, arterial and collector roadways, bi-weekly sweeping of residential areas and sweeping of municipal parking lots bi-weekly and weekly at selected facilities.


Discussion
A Request for Proposals was issued on October 15, 2014 for an anticipated new five year contract. Two bids were received on November 4, 2014 for the Citywide Street Sweeping Services 2014 Contract. There was a minor irregularity in how the two bidders presented their unit bid prices in the bid schedule. The attached bid summary was prepared by staff to show how the unit bid prices, which are the prices to be followed in the contract, would be extended to estimated annualized costs.
