Introduction
The TransNet Local Street Improvement Program of Projects is an element of the RTIP and any projects that are being considered for TransNet funds must be programmed during the Regional Transportation Improvement Program (RTIP) adoption or amendment process. The RTIP is the San Diego region's program of proposed major highway, arterial, transit and bikeway projects that incrementally develops the Regional Transportation Plan (RTP).

Accordingly, each local agency must prepare a list of transportation-related projects for incorporation within the RTIP and must include the following project types:

* Projects that exceed an overall cost of $300,000 and are financed with federal or state funds;
* Projects using any TransNet funds, regardless of the project cost;
* Projects with regional implications; and
* Projects that significantly increase roadway capacity.

SANDAG has recently initiated an amendment to the 2014 RTIP and is providing the City an opportunity to submit any revisions to their Program of Projects at this time. The City must submit a signed resolution approving amendment No. 14-01 and certifying those projects programmed with TransNet funds comply with the TransNet Extension Ordinance. Amendment No. 14-01 will then be presented to the SANDAG Transportation Committee on January 16, 2015 for approval.
