Introduction
Pursuant to the City of San Marcos Compensation and Reimbursement Policy ("Policy"), City Council Members may receive reimbursement for, or payment of, expenses incurred while performing official duties. Section D of the Policy describes the types of official duties for which reimbursement or payment is authorized, which have been determined to be in furtherance of a public purpose in accordance with California Code of Regulations ? 18944.1.

Discussion
The following events are presented for a determination that attendance would constitute official duties in furtherance of a public purpose and otherwise meet Policy requirements for City Council approval for distribution of tickets to Councilmembers Jabara and Jenkins, City Manager Griffin, Planning Commissioners Flodine, Kildoo and Jones, and Planning Director Backoff. The events involve a significant regional governmental entity and support a non-profit purpose. Attendance at the events will promote and support programs rendered by this entity that benefit City residents, and will enhance relations with such entities. The events are listed below for the City Council's consideration.
