Executive Summary

On April 14, 2020, the City held a virtual needs assessment public hearing to gather input on the ConPlan priorities and funding recommendations for the Federal Program Year 2020 AAP. The City was able to conduct a virtual public hearing due to guidance issued by HUD in March 2020, in response to the Covid-19 pandemic that stated, “HUD understands the exigencies of a public health challenge and will not penalize a grantee who does its best to comply with citizen participation requirements and documents its efforts and urges jurisdictions to proceed with the development of the plans in accordance with statutory requirements.” Staff recommends the following priorities to be included in the City’s five-year ConPlan: public infrastructure, public services, community facilities, and economic development.  The City is scheduled to receive $724,987 in CDBG funds for use in the City’s Fiscal Year (FY) 2020-21 budget.  The City’s FY 2020-21 budget year corresponds to Federal Program Year 2020. Staff recommends funding the following projects/activities in the Federal Program Year 2020 AAP: ADA Improvements to Public Facilities, $531,342, Fair Housing Services/Testing/Outreach, $34,630, Non-Profit Coordination (211 San Diego), $32,408, and CDBG Program Administration $126,607.

Discussion

The Consolidated Plan (ConPlan) and the Annual Action Plan (AAP) are required by the U.S. Department of Housing and Urban Development (HUD) as part of the Community Development Block Grant (CDBG) program. The ConPlan is a five-year planning document that identifies the needs within the City’s low- and moderate-income communities and outlines how the City will address those needs. All of the priorities listed may not be recommended for funding in this year’s AAP but need to be included in the five-year ConPlan if the City wants to conduct future activities related to the priorities during the ConPlan period.  The Annual Action Plan lists the eligible activities the City will implement in the program year to address the needs identified in the ConPlan using federal CDBG and non-federal funds. The AAP also serves as the application to HUD for grant funding. 

 

CDBG-CV (Covid-19) Funding

 

On March 27, 2020, the United States Congress passed H.R. 748, known as the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The Act provided an additional five billion for the Community Development Block Grant (CDBG) program for jurisdictions to rapidly prepare, prevent, and respond to the Global Coronavirus Pandemic (COVID-19).

 

On April 2, 2020, the City received notification from HUD that the City will receive an additional CDBG (CDBG-CV) allocation in the amount of $426,486 that must be used to prevent, prepare for, and respond to COVID-19.  Staff will return to Council at a later date to present CDBG-CV funding recommendations.  Staff will also request approval of a substantial amendment to the Federal Program Year 2019 Annual Action Plan for the expenditure the CDBG-CV funds and the reallocation of existing CDBG funds, if any. 

 

Environmental Review

There is no environmental review associated with the ConPlan and AAP approval.

 

Fiscal Impact 

There is no fiscal impact to the City’s FY 2019-20 Budget due to the adoption of this resolution. However, if the City does not follow the ConPlan and AAP process, the City will not be eligible for Federal Program Year 2020 funds and any future CDBG allocations. The City is scheduled to receive $724,987 in Federal Program Year 2020, which will be budgeted in CDBG Fund 207 in the City’s FY 2020-21 Budget.
