Executive Summary

The City of San Marcos (“City”) and private developers construct public infrastructure throughout San Marcos, necessitating the adoption of uniform specifications for such construction. Uniform specifications provide quality and consistency in construction, which increase the longevity and function of public improvements and reduce long term maintenance costs. The City currently uses the Standard Specifications for Public Works Construction (“Greenbook”) as its guidelines for specifications for public infrastructure. However, the Greenbook was developed as a general document and does not reflect the City’s unique requirements. City staff has prepared the Standard Special Provisions to the 2015 Standard Specifications for Public Works Construction, a supplement to the Greenbook, to address the City’s unique construction requirements. The proposed resolution adopts the 2015 Greenbook and the Standard Special Provisions, creating uniform standards for public works construction in San Marcos. 

 

Discussion

Originally published in 1967, the Greenbook is a reference document developed by a joint committee of Southern California cities that contains detailed requirements and provisions related to public works construction. The Greenbook is updated by the issuance of annual supplements and with a new edition published every three years. In 2015, the Greenbook was revised to reflect changes in technologies, specifications and performance tests for the construction industry. The 2015 Greenbook is used by numerous jurisdictions in San Diego County and throughout Southern California. 

 

Although the Greenbook is extensive, it does not fully address the needs of every city that adopts it. City staff has prepared the Standard Special Provisions, a formal supplement to the Greenbook, to address the unique needs of the City. The Standard Special Provisions add, modify and replace certain provisions in the Greenbook as necessary to address the City’s unique public construction requirements. The Standard Special Provisions will provide clarity, consistency and transparency and ensure quality for public works construction in San Marcos. A summary of major amendments to the Greenbook are provided below:

Changes further define the responsibilities of the contractor performing a public works construction contract in regards to work site maintenance, permits, labor requirements, water quality, safety requirements, legal requirements, public notification, and modification of language to reduce conflict with contracts.

These changes provide the City’s requirements for field offices when a project requires them.

Payment

Defines the basis of payment and updates the greenbook to be compliant with current City policy, procedure and laws.

Changes to these sections include the incorporation of specifications for standard materials used by the City in public construction projects such as rock for road base, materials for sports fields, masonry materials, asphalt materials, street furniture, pipe, and other materials.

Part 3, Sections 300 - 315

Construction Methods

Changes to these sections affect the method of construction to ensure quality work is being performed within City standards. These changes affect grading, geotextile installation, road construction, paving, concrete structures, retaining wall construction, curb and gutter construction, decorative concrete, fencing, open trench construction, shoring, signage, and furniture install.

Part 5, Section 500

Pipeline System Rehabilitation

Provides procedures and requirements for pipeline rehabilitation including video inspection and reporting procedures.

Part 6, Section 600

Access

Provides additional requirements, approvals and procedures needed to maintain vehicular, pedestrian, and ADA access during construction.

Part 6, Section 601

Work Area Traffic Control

Changes to this section provide procedures for managing traffic during construction.

Part 7

Electrical Systems

The Greenbook Part 7 has been replaced in full with Section 86 of the 2010 Caltrans standard for electrical system which includes requirements for street lighting, pedestrian lighting, traffic signal, and signal system interconnects.

Materials

Changes to this section incorporate the landscape materials used by the City including topsoil, boretention materials, backfill, mulch, amendments, trees, sod, erosion control materials, root barriers, irrigation materials, irrigation electrical materials, irrigation controllers.

Part 8, Section 801

Installation

Changes to this section incorporate the installation methods required by the City of landscaping. Changes to this section include installation of topsoil, erosion control devices, bioretention materials, planting, and irrigation components.

Part 8, Section 802

Habitat Protection, Installation, Maintenance and Monitoring

Changes to this section covers construction fencing in or around protected habitat.

 

The proposed resolution authorizes the City Engineer to adopt on behalf of the City, minor modifications and additions to the Standard Special Provisions to supersede or supplement the applicable provisions of the 2015 Greenbook. This authority does not extend to the adoption of a Greenbook that post-dates 2015 and/or a completely updated version of the Standard Special Provisions based thereon. The proposed resolution further authorizes the City Engineer and/or City Manager in consultation with the City Engineer, to implement the Standard Special Provisions, including the authority to make determinations concerning matters that would not otherwise be processed for approval by the City Council, such as change orders that are within the authority of staff to process. This express authorization assists with the preservation of design immunity for changes to project plans.

 

Pursuant to the City’s authority as a charter city as set forth in Article XI, section 5(b) of the California Constitution and Article II, Section 200 of the Charter of the City of San Marcos, the proposed resolution incorporates provisions of the California Public Contract Code into the Standard Special Provisions only as specified and/or as required by the funding source for the project in question. Staff recommends that the City Council adopt the proposed resolution adopting the 2015 Greenbook and the Standard Special Provisions and granting the City Engineer authority to promulgate amendments to the Standard Special Provisions on behalf of the City, as may be necessary or desirable in future.

 

 

 

Environmental Review

The proposed resolution has been reviewed for compliance with the California Environmental Quality Act (CEQA). It is recommended that the City Council determine that this is not a project as defined in Section 15378 of the CEQA Guidelines because there is no potential for it to result in a physical change in the environment, either directly or indirectly. Even if the proposed resolution were to be considered a project subject to CEQA, it would be exempt from CEQA pursuant to Section 15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that there is no possibility that the proposed resolution would have a significant effect on the environment.

 

Fiscal Impact

No direct fiscal impact is anticipated from the adoption of the proposed resolution.
