Executive Summary

The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (“Proposition 84”) established funding and grant programs for various types of infrastructure. Proposition 84 established certain labor compliance requirements for any agency that received funding under the proposition which includes the approval of a Labor Compliance Program (“LCP”). One of the programs funded under Proposition 84 was the Statewide Park and Community Revitalization Grant Program (“Grant Program”). The City has been awarded funds under the Grant Program and is therefore required to meet the labor compliance requirements established by Proposition 84.

 

Discussion

The City has been awarded a grant funded by Proposition 84. The grant will be used to construct the Promenade Park within the Creek District (CIP No. 88507) expected to be completed in the fall of 2021.  In order to expend the funds awarded by the grant and any future funds that may be available through Proposition 84, the City is required to adopt an LCP.  The LCP manual has been prepared to meet the requirements of the Grant Program and Proposition 84 and is recommended for adoption.

This action does not require environmental review.

 

Fiscal Impact 

Adoption of the LCP will ensure compliance with the requirements of Proposition 84 through which the City has been awarded a grant for $1,000,000.
