Executive Summary
This is a public hearing to receive public input on the proposed levy of assessments for Fiscal Year 2020-2021 for the City of San Marcos Landscaping and Lighting District No. 1. The Landscaping and Lighting Assessment Act of 1972 requires that districts formed under its provisions be renewed each fiscal year in which an assessment is to be levied. City Council adopted the resolution to approve the preliminary engineer's report on June 23, 2020.

Discussion
At the direction of the City Council, the City of San Marcos Landscaping and Lighting District No. 1 was formed June 9, 1981, by Resolution No. 81-1592. The purpose of this district is to provide revenue from any new subdivision or development to pay its fair share of maintenance costs. Revenues from the district pay towards maintenance and energy costs associated with landscaping and street lights within City right-of-way adjacent to or within the subdivision.

The lighting assessments are based on units, with a single-family dwelling equal to one benefit unit. The relationship between single-family lots and apartments, mobile-home parks and commercial/manufacturing has been established at 2.65 single-family lots indicated as "Equivalent Dwelling Units" (EDU) to one acre. The amount that the parcels are assessed is based on the type of lighting provided.

No new parcels have been annexed into the district for Fiscal Year 2020-2021.
