Executive Summary

This is a public hearing to receive public input on the proposed levy of assessments for Fiscal Year 2020-2021 for the City of San Marcos Vallecitos Town Center Street Maintenance District.  The Street Landscape and Lighting Act of 1972 requires that districts formed under its provisions be renewed each fiscal year in which an assessment is to be levied.

Discussion

In October 1999, at the request of the property owners, the Vallecitos Town Center Street Maintenance District was formed pursuant to the terms of the Landscaping and Lighting Act of 1972 by Resolution 1999-5300. The purpose of this District is to provide yearly revenue from properties to pay their fair share of street maintenance costs along Center Drive and energy and maintenance costs of existing traffic signals within the district.

The Landscaping and Lighting Act requires that a resolution be adopted for the renewal of the district for the upcoming year.  The attached Engineer's Report discusses the scope of services and apportionment of the levy.

Fiscal Impact

The Vallecitos Town Center Street Maintenance District is estimated to produce revenues sufficient to cover all expected and eligible expenses with no subsidy from the General Fund (100) for the Fiscal Year of 2020-21. The renewal of district assessments will allow for the continued levy on annexed properties within the District. These funds are used to maintain street and signal improvements within the District.
