Executive Summary
Staff requests that the City Council consider the adoption of a resolution geared toward preserving business continuity within the GIS division. Ongoing GIS support has been outsourced since 2020 following the departure of the City's previous GIS staff member in 2019. Quartic Solutions provides technical GIS services supplementing internal staff on highly technical applications and system architecture, staff is recommending authorization of a sole source contract with Quartic Solutions.

Discussion
In 2019 after the departure of the sole GIS staff member, the City considered how best to proceed as efficiently with affected business operations. The City then issued a contract to Quartic Solutions to provide GIS support to the City, approved by the Council pursuant Resolution 2022-8999. This support includes the complete management of internal GIS systems such as helpdesk requests, updates to City GIS data, management of City maps, working in coordination with emergency services, and a variety of other GIS-related items.
