Executive Summary
The City of San Marcos ("City") and private developers construct public infrastructure throughout San Marcos, necessitating the adoption of uniform specifications for such construction. Uniform specifications provide quality and consistency in construction, which increase the longevity and function of public improvements and reduce long term maintenance costs. The City currently uses the Standard Specifications for Public Works Construction ("Greenbook") as its guidelines for specifications for public infrastructure. However, the Greenbook was developed as a general document and does not reflect the City's unique requirements. City staff has prepared the Standard Special Provisions to the 2015 Standard Specifications for Public Works Construction, a supplement to the Greenbook, to address the City's unique construction requirements. The proposed resolution adopts the 2015 Greenbook and the Standard Special Provisions, creating uniform standards for public works construction in San Marcos.
